Built on a really intuitive Flash interface, FontStruct lets you create or browse into existing or user-created fonts, that you can modify as you like dot-by-dot: it means that you can actually draw every pixel of your new font in each letter and number that compose it. When you are done, you can save your font so that everyone can see it, and also download it on your machine. Free.
